dragging applications from favorites bar doesn't work over some(all?) windows

When in overview mode, if you want to start new application by dragging its icon to the workspace from favorites bar and there are applications already opened, you must drag icon to empty space, it doesn't want to open on/over some windows present in overview. gnome-shell-3.13.92-1.fc21.x86_64
just to report, this is still the same on gnome-shell-3.14.0-2.fc21.x86_64
Created attachment 347969 [details] [review] workspace: Hide preview overlays from picks Dragging and dropping app icons is expected to work anywhere over a workspace, however overlaid elements are added to a separate hierarchy and can thus block valid drop targets. This wasn't much of an issue while we had just the window title, but since the addition of the focus border, drops on window previews stopped working entirely. Fix this by hiding all non-reactive overlay elements from picks.
