On GIS on Fedora 21 Name (gnome-initial-setup-3.13.7-1.fc21) a skip button is shown on the last page. If the user clicks this skip button, two undesirable things happen:

1. gis crashes (see downstream report https://bugzilla.redhat.com/show_bug.cgi?id=1144638 )
2. GIS does not get registered as complete, so it shows up again on next login

This doesn't happen here. The bug here is that the skip button appears at all - its not supposed to be there.
