With default gnome dconf values and gnome-shell 3.13.91, if I connect a secondary monitor, the workspaces on the second screen get also switched. I have to set the option in gnome-tweak-tool for workspaces-only-on-primary on and off, for the setting to finally take effect.

Actually the toggle only affects the currently open windows. After opening new windows I have to toggle again.

I can confirm this. Worked fine with 3.12, now broken after upgrading to 3.14.0-1 on Debian Testing.
