RFE: add tooltips on headerbar buttons

I'm not sure is this implemented, I upgraded to f21 and gnome-maps is installed by default, so I opened it looked around to see what it offers. First thing which is missing here (bug, or missing feature (RFE:?!)) is tooltips on buttons in header bar, these buttons are app specific and probably not very common, so people can guess, but not all can recognize them, and clicking on some operation without knowing what it does isn't great (it cannot break your system, so isn't dangerous). gnome-maps-3.13.4-2.fc21.x86_64
