GIMP 2.8.14 Layers dialog errors

The button icons for various functions (move layers up/down, delete, etc.) are not displaying on Windows 7 x64. The buttons work, just fine, but the images are missing when using either the default or small. I've tried removing all of the settings from the 2.8.10 installation, but that didn't fix anything. I've doubled checked and I did install 2.8.14. I've included a screenshot of the problem.
