1. I selected english as language during install, nevertheless does gimp start in german (on my german windows).
2. Additional Icon under Colors/Farben (see screenshot)
3. Missing icon in the Layers View (see screenshot).

I experience this problems on two different Windows machines, both 7x64, Aero on. Both have 8 gig of ram.

Please do not mix different issues in one bug report.
The installer language does not set the program language.

I'm resolving this to the bug that matches the problem described in the title.
