Make it possible to perform hardware accelerated video processing and submit the result to a downstream element that supports GstVideoGLTextureUploadMeta.

    vaapipostproc: add support for GLTextureUploadMeta output.
    
    This allows for vaapipostproc to be chained to the glimagesink element
    for instance.
