- RPM Build fails always if libXv-devel does not installed.
- RPM Build fails always because there are no entries for /tools/gst-device-monitor (program and doc) in gst-plugins-base.spec.in file.

Not sure about the libXv-devel issue. The .spec file should have a Requires/Depends depending on whether at the time of configure libxv was found or not.

spec file looks fine to me at first glance, has dependency on libxv-devel and only wants to package libgstxvimagesink.so if @USE_XVIDEO_TRUE@, so need more information or a patch to do anything else about this.
