On Ubuntu Gnome after every reboot my Keyboard Layout is back to US again. 
Under "Region & Language" --> Input sources the list only shows German. No US whatsoever. 
A workaround is to add any other Keyboard Layout and then remove it right away. Then the German Layout is active. Is there a way to script this. 

This error persists on the next reboot. I think the setting is only saved in memory but not on hdd.

Ubuntu ships with many patches to their keyboard and input sources handling. Are you able to reproduce this with a distribution that would have less modifications such as Fedora or Arch Linux?

I only use Ubuntu OS. Before last upgrade (to Ubuntu 14.04) there was no problem.

Then please download a live CD with one of those distributions and try it out. We're not going to debug Ubuntu's patches to input sources handling.

Try saving settings with a live-cd???? Can you at least tell me if I can do the steps from my workaround from command-line?

Hmm, yes, why not?

Not easily. Seriously, file a bug against Ubuntu in their launchpad if you don't have the time to reproduce this bug using a LiveCD. It works using a GNOME distribution that's not been modified.
