In researching bug #725776, I discovered there is a locale setting for the first of the week.  This is the commonly-understood value, not something that can be set from System Settings, and so there should still be a way for the user to override that value to match their own preferences (i.e. bug #725776).

This ticket is to have California detect the locale start of week setting and use that by default.  When the other ticket is completed, the user will be able to choose between Monday and Sunday.
