Allow creation of VA surfaces from userptr memory. New API is gst_vaapi_surface_new_from_userptr(). Arguments are display, video format, width and height.

Update: as far as I can see, this feature could only benefit to the Intel HD Graphics VA driver for now, but it would require, in this case, a pretty much recent kernel (>= 3.17 I'd guess).
