Can't open file located at:
F:\docs\パサコン.gnumeric

But if I rename it or put into F:\パサコン.gnumeric it opens normally.

Issue doesn't repeat with other spreadsheet files in that directory. Seems to be somehow related to file name.

By opening I mean double click through windows 8.1 explorer. File opens normally in Gnumeric.

This looks suspiciously like bug #720998 which is basically bug #557815.

Someone with win32 debug skill will have to figure this out.  I have
never been able to reproduce it.

(Note, that previous bug reports of the same appearance talk about all
files with non-ascii names, so a simple move from one directory to another
should not make a difference.)
