docs: caps parameter of gst_base_src_set_caps() is 'tranfer none'

While using gst_base_src_set_caps(), status of GstCaps* parameter is unclear in the documentation.
If I'm right it's transfer none so I attached a patch to add this information to documentation.

Everything is transfer none unless specifically marked as transfer full, but doesn't hurt to make it explicit I guess:
