All other values are simply ignored.

Steps to reproduce:
1.) Start Gnome 2
2.) Set other value than 4 WS in WS switcher applet properties
3.) Click "Done"

Result:
Values ignored

I also tried it with removing the default WS switcher and adding a new on
eto the panel. Same result

You have to be running a window manager that supports
_NET_NUMBER_OF_DESKTOPS messages, and be running gnome2-settings-daemon. 
Are you running those?

I ran both sawfish-20020215-snap (runs with 4 workspaces) and
metacity-2.3.34 (6 ws)
However, gnome2-settings-daemon isn't run by default as in bug #73503
When I start it manually, the behavior still is as stated in my
original report (also after restarting window manager)
