Not everyone can scroll horizontally with their mouse scroll, hence the reason browsers like Chrome have implemented a feature in which holding the Shift key while scrolling scrolls horizontally instead of vertically. This is very useful, since more and more websites chose to make horizontal scrolling as part of their design decisions, plus using Shift + Scroll is much more convenient than reaching the small scrollbar with the cursor.

I'm using GNOME Web 3.12.1 on Fedora 20 (copr repository)

I'd love to see this too.  This would be consistent with other GNOME applications (e.g. Evince, gedit) that also allow Shift for horizontal scrolling.

(Note however that in the absence of this feature you can still use the arrow keys to scroll horizontally, a fact that was not obvious to me at first.)

Scrolling is entirely controlled by WebKit so this needs to be implemented there.

This issue is most likely a bug in WebKit. Please report the bug to https://bugs.webkit.org/ including a link to this bug report and noting the version of WebKitGTK+ that you have installed. When reporting the WebKit bug, be sure to include the prefix '[GTK]' in the bug summary and select the 'WebKit Gtk' component.
