unlock screen anti-brute-forcing delay is cancellable

If you mistype your password on the unlock screen, you're supposed to have to wait a few seconds before you can try again. But you don't; as soon as you realize it's not unlocking, you can just hit Esc or click Cancel and then type your password again immediately. (And if you're going to be modifying this code... I always thought it would be nice if the anti-brute-forcing delay didn't start until the *second* incorrect attempt; that would have virtually no impact security-wise, but it would save you time in the much more common case where you just mistyped your password on the first try.)
Apparently this applies to the login screen too
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
