base: inconsistency in syntax used to annotate symbols

Created attachment 277973 [details] [review] base: use correct syntax in documentation more consistently There are lots of constants that are prefixed with the # or nothing instead of %, some macros which use # instead of (), etc. This cleans things up a bit to be more consistent.
