http://en.wikipedia.org/wiki/ANSI_escape_code says SGR 21 is:
Bold: off or Underline: Double
bold off not widely supported, double underline hardly ever

In vte it's "bold off".  xterm-305 added this as "double underline" (i.e. double-width, rather than two lines).
