g-t configure.ac says it requires valac 0.24.

valac-0.24.0 is too old, 'master' or 'staging' branch is required, due to bug 728111. The version number should be bumped to 0.24.1 once that is released and we double check it's fixed.

(Apart from this, g-t compiles with my valac 0.22.1, so if we didn't rely on parse_strv, we could relax a bit on the version requirement.)
