a keyboard layout in which 'c provides ç is needed for brazilian users

Brazilian users often use the US-International keyboard layout with dead keys, but the desired behavior is that accute+c gives cedilla. This behavior has been changed many times, but it seems that the default now is that 'c provides the accented c letter, and that Right-Alt + comma provides the ç letter. Many, many people in Brazil would like to have the option of choosing a keyboard layout in which 'c provides ç. This has been reported already in many bugs (but maybe is not a bug), and thousands of threads in forums deal with this problem (just search for "cedilha ubuntu" or "cedilha linux" in gooogle). It would be very nice if, at least, this problems was pointed to wright persons, it seems that creating a new layout with this behavior ("US-International with deadkeys - cedilla", for example) would be easy for the person working upstream with keyboard layouts.
