The icon (find-location-symbolic) for the location item in the system menu always looks the same, no matter if the location option is turned on or off. The menu items for weird and wireless connections show a different icon  (crossed out/darkened) when they are turned off, so I guess location should too, for consistency.

Which version is this about? I assume 3.12?

I can see why this is an issue. I think the solution should be covered in bug 731122 - if it seems like a reasonable approach, let's close this as a dupe.

I expect you had automatic tz enabled. In which case, this problem has been solved in Geoclue 2.1.9 and it should be updated to by gnome 3.12 distros.
