Tring to build gst-libav fails with configure: error: no gstreamer-1.0 >= 1.3.1 (GStreamer) found right after building and installing GStreamer

Try setting PKG_CONFIG_PATH to /usr/local/lib/pkgconfig before running gst-libav configure. Also you'll need gst-plugins-base >=1.3.1

confirmed that that fixed the issue.
