If a scheduled transaction is created with text in the notes field of a split line but nothing in the account field or amount fields it can be saved in that incomplete state.  Then when it should be entered it appears in the Since Last Run dialog with a prompt for a value.  After entering a value of zero and accepting all the transactions the program shows that the current occurrence happened but the transaction is not created.

I suspect that it should not be possible to save a scheduled transaction with a split line that is missing an account and/or an amount in the first place, but it also should have either created a transaction or not counted that it did when it did not create a transaction.

I observed this in release 2.4.13 in Windows 7 and in get-deb release 2.6.3 in Ubuntu 12.04.

Reassign version to 2.4.x so that individual 2.4 versions can be retired.
