Since updating to Evolution 3.12 my accepted meeting requests get accepted tentatively, this used to happen but was resolved (Bug 686024 - Accepted meeting request sent as tentative).

Thanks for a bug report and patch. There had been done related changes in
bug #728942, which landed for 3.12.4+. I will commit your change too, it looks like it may do the right thing as well.
