Set a property when scaling the window

When running as HIDPI client under wayland GTK should set a property on the window to opt out of compositor scaling. _GTK_I_AM_SCALED_BY=2 (or something like that)
That also would mean scaling _NET_WORKAREA as it would be scaled down by the compositor for legacy clients.
We should do it always, not just when under Xwayland. _GTK_SCALE_FACTOR sounds fine to me.
