If a contact is likely to be the same person as another contact, we used to show a suggestion box at the bottom of the the contact pane:

I am not seeing these suggestion boxes in 3.10.1; did they stop working at some point?

Is this still happens with 3.12
You probably need to test with new contacts since the old ones are probably linked already
