Can't drag windows with header bars to the very top of the screen

On Fedora 20, when I try to drag a header bar window (nautilus window or epiphany for example) to the top of the screen, so that its top edge hits the lower edge of gnome-shell's top panel, I can only get there with a gap, which seems to be about as big as the shadow at the top. Dragging further does not move the window further up, but just maximizes it at some point. This only happens when dragging at the header bar, when I use SUPER + LMB, I can drag the window to the very top. As far as I can tell, windows not using the new header bar are not affected by this. Also, I don't see this happening in 3.11.x (Also using X, not wayland)
