The GStreamer Plugin Writer Guide 1.2.3 refers to sample code in 'examples/pwg/examplefilter/'. 
http://gstreamer.freedesktop.org/data/doc/gstreamer/head/pwg/html/part-building.html
However, this directory does not exist in the gstreamer tarball.
I discussed this on the #gstreamer channel on freenode and was asked to file a bug report.

Thanks for filing the bug. I know it's been a while.

We have since converted the PWG to markdown and moved it to a separate gst-docs repository. I can't find any reference to the examplefilter in that text, so it looks like this has since been fixed.
