I'm not sure if the bug is in nautilus or gnome-shell.

When I right-click on a picture in nautilus and click "Set as wallpaper", sometimes the new wallpaper is not displayed until I restart gnome-shell with Alt+F2+r

Using the following versions:
nautilus-3.11.90-2.fc20.x86_64
gnome-shell-3.11.90-4.fc20.x86_64
(installed from rhughes's f20-gnome-3-12 repo)

This looks like a duplicate of bug 710756 which got fixed in 3.14.1.

Please reopen this bug, or file a new one if you can still see problems in
3.14.1.
