Clicking the <Select All> button in Transaction Report->Accounts does not select any of the accounts under a Top Level Account, therefore the transactions in those accounts do not appear in the report.
To include the those accounts in the report, each Top Level Account has to be expanded, and each sub-account has to be selected while pressing the Control key.
All Accounts should mean All Accounts.
