Don't recycle/delete vacated desktop (after last window was closed) till user moves out of it

When you have firefox somewhere in the middle of the desktop and you restart it in order to install an extension, the firefox window effectively is moved from its original virtual desktop to the last desktop - in spite of the firefox restart being no-op wrt virtual desktops to the user! IMO there is an easy way of this usability trap without need for big paradigm changes to dynamic desktops: keep the now-vacated desktop around unless user leaves it (switches to some other desktop). That way, if user launches a new app, the desktop could be reused but if user doesn't wish to reuse the desktop, it will go away. Note that this is different to bug 664379 - the vacated desktop shouldn't be around indefinitely. It's something else to bug 663984 as well - I don't ask for static desktop, this bug tries to make _dynamic_ desktops better. version: gnome-shell 3.10.3 @ Fedora 20
