Fix strings in "Composer Preferences > Send Account" tab

3.11.90: Spotted "Edit > Preferences > Composer Preferences > Send Account". Not happy. "Folder override has precedence over Recipient override" checkbox misses a mnemonic. None of the "Add", "Edit", "Remove" buttons have any mnemonics either. #: ../mail/mail-config.ui.h:51 msgid "Add" #: ../mail/mail-config.ui.h:52 msgid "Remove" #: ../mail/mail-config.ui.h:54 msgid "Edit" Are mnemonics something extremely new, or how can this recurring pattern be explained? "Account" is already translated for modules/mail/em-composer-prefs.c:870 so this is adding yet another string for translators due to ugly design. Err, I thought the string change announcement period was cancelled due to no usability couple releases back. There was some buzz along those lines at least, but I confess I did not follow the conversation closely.
String change announcement was merged into "The Freeze". See the schedule.
