GI makefile uses shlib names in place of library names for W32

I.e. GLIB_LIBRARY=libglib-2.0-0 instead of GLIB_LIBRARY=glib-2.0 This doesn't work correctly (don't remember the details, i've made this patch months ago) when used with MSYS+W32 CPython. There's another related problem (GI can't resolve shlib names on W32), i'll address it separately.
