This does not add any help yet, just sets up the build system for the help to be built. We will also need to ask for a freeze exception to add a Help menuitem, which Shobha will do once she has a patch ready (which will be after adding at least the index.page).

Shobha built gnome-music with this build system patch without problems and it looks fine to me (although I have not tried building it myself).
