Design Bug: New Tab Button on the Left

GNOME has consistent designs across its apps. However, Epiphany has a New Tab button on the right while Gedit has it on the left. This is slightly confusing. I kept going to the right side of the headerbar instinctively. Perhaps the New Tab button and save button can be swapped?
This is tricky. I probably wouldn't swap save and new tab, since new tab conceptually belongs with open. I would also probably say that new tab belongs on the left more than the right, since it is an important, somewhat dominant control. In many of the other apps, we have "New" or "Add" in the far left position for this reason. In the epiphany case, it looks like new tab went on the right primarily for visual reasons - so you have two buttons on each side, making it balanced. Maybe the balance issue isn't so great though, and new tab could go on the left. You could argue that we can't have every button in a consistent position of course...
Personally, I wouldn't mind if Epiphany's New Tab button was moved to the left instead. As long as things are consistent and I don't have to make a complicated brain map on how to reach the New Tab button across several applications, I'd be happy. Perhaps Epiphany can have 3 buttons on each side? Adding a search button on the right and moving the New Tab button to the left might prove to be handy.
