New BAS 2012, Swedish standard account plan

Attached file should replace the old one (contributed by me 2 years ago):

/master/accounts/sv_SE/bas_2012.gnucash-xea

The attachment is just an exported account plan from Gc, so it needs to be formatted as a template.

The description info should be the same as for the old one:

Improvements are among others:

1. Flattened structure to follow the standard of the accounting plan.
2. Reclassified accounts so that the reports should work even for more complex situations.

NOTE:
An advanced user with much knowledge about BAS might want to look over the classification of the following accounts (but it should work as is too):

2710--2790
8810--8850
8910--8999

I suggest that the list of "unsure classifications" above is included in some way when the plan is added to the source, so it's easy for someone who want to look into this might be problem with the plan to know where to begin.

Reassign version to 2.4.x so that individual 2.4 versions can be retired.
