Prepare some offline updates on the console:
$ pkcon update -d
$ pkcon offline-trigger
(The second command will create the /system-update symlink.)

In the gnome-shell, press the shutdown button.
No option is presented to "Restart & Install Updates".

The "Restart" button in the shutdown dialog should change to "Restart & Install Updates" when offline updates are available/have been prepared.
