This design: https://dl.dropboxusercontent.com/u/5031519/gedit/gear-menu.png has the first section in the main menu rendered as a row of linked buttons, instead of menu-like. This would be easy to implement in popovers, if we can put some attribute on the section that instructs us to do so, and can get it passed through the menu tracker.

Unity already does some other custom widgetry for double-valued actions, which could probably be handled in a similar fashion.
