Patch with the help and new license

The documents help is currently in the process of being moved from gnome-user-docs to gnome-documents. At the time of writing, the documents help was not given an explicit license. This is the ideal time to add the license.

The following people, who have made significant contributions to those files, must sign off the change:

Please download the patch, then run:
1. git am <patchname>
2. git format-patch -1 --signoff
3. Reattach the new patch to this bug and obsolete the old patch.
