Replying to message with "Attach" in subject always asks about missing attachment

If you send a message with Geary with the word "attach" (or variants) in the subject or body but don't add an attachment, Geary will warn you. This is good. If you receive a message with "attach" in the body and no attachments, and you reply to it, Geary will *not* warn you. That's also good, Geary should only be checking the reply text. However, if you receive an attachment-less message with "attach" in the subject line, you will receive the warning if you reply. Geary should only warn you if you change the subject line and "attach" is in the new text.

Just checked on current Geary and I confirm the bug.
Bump tickets to 0.14 that aren't going to make 0.13.
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
