Currently, this is implemented by gnome-disk-utility's gnome-settings-daemon plugin:
https://git.gnome.org/browse/gnome-disk-utility/tree/src/notify

This should be replaced by GNOME Logs so gnome-settings-daemon can do away with external plugins.
