When using [alt]+[m] and activating a chat notification the input field has no focus.
The input field can't be focused with the keyboard (lik super+space for next input source) and thus one can't reply with the keyboard but needs to use the mouse to select the input field first.

This worked in 3.8 and is a regression.

(I think using [alt]+[n] works, but am not sure.)
