The link to the Soup reference manual is broken at the following page:

https://developer.gnome.org/platform-overview/stable/tech-soup.html.en

This should probably be fixed at https://git.gnome.org/browse/gnome-devel-docs/tree/platform-overview. Do we need a new release of gnome-devel-docs to make it happen?

Moving to product:gnome-devel-docs; and yes it will need a 3.10 tarball to get the fix onto developer.gnome.org

Fixed in master as commit 
commit 59dfa7849997356689fd08d28ea5265a5fbdcae4. Thanks for the report. There should be a release by the end of the docs hackfest.
