GNOMEUIINFO_HELP() menu items display a submenu based on the stuff in the
installed topic.dat file. As far as I can tell this isn't working in any
GNOME2 apps. For instance, gnome-hello, or gnome-utils/gcalc.

Is this why no gnome2 apps have working help? I've got a lot of dups
of this bug if so, and have /way/ over-triage the bug if not :)

Yes, it probably is why no GNOME2 apps have no help. However, I'm not
sure what part the new .omf format plays in all this.
