Killing NM doesn't kill its child processes like dhcpcd, causing it to fail to restart properly, is this intended? (it worked in 0.9.6.4 but it's broken in 0.9.8.8)

The signal-handling code changed in 0.9.8, but I'm pretty sure this still works right on Fedora...

What signal are you sending to kill NM? And what does NM log when this happens?
