specific LDAP servers may come and go but the LDAP domain stays usualy fixed and it's SRV records point client to the best location. Evolution could take advantage of this and when user adds LDAP addressbook, a domain could be offered to the user first with option to enter specific servers. When user adds a domain, evo then discovers servers using DNS query like:
host -t SRV _ldap._tcp.domain-suffix.example.org
which returns list of available LDAP servers.

That's is a good idea.

With other service types there's sometimes also a TXT record at the same domain name with supplemental information.  Do you know if there's any standard like that for LDAP?

This is done in 3.28 (did you know google.com advertises LDAP servers this way?), thus I'm closing it.
