In 13.10 evolution has no german translation. All language-packs installed.

Why oh why? Ubuntu's issues should be in Ubuntu's bugtracker. Nobody wrote "Please send this to upstream" in the Launchpad report.

The tarballs in ftp://ftp.gnome.org/pub/gnome/sources/evolution/3.8/ have German translations in the /po subfolder.

Heck, GNOME does not even have "language-packs". Closing as NOTGNOME.
