As CSD and headerbar in titlebar doesn't look that nice on all desktop shells (XFCE, Unity), make the headerbar optional (https://wiki.gnome.org/HowDoI/AlternateMenubarLayout):
Alternate layout should:
* Add the traditional menu back
* display the stackswitcher and the search togglebutton inside the window, below the menubar
* display the view gtkmenubutton contents in a View menu from the menubar
The alternate layout should be used based on the value of "gtk-shell-shows-menubar".

Change pushed for #741044 moves the stackswitcher and the search togglebutton inside the window, so the fix for this should implement the classic menubar in case of gtk-shell-shows-menubar.

As this was my idea, but I'm not sure if there are users who would really need this (Ubuntu switching to gnome-shell, XFCE having support for headerbars), as headerbars are still a thing. Marking as wontfix, until real user need appears.
