My wi-fi card is manufactured in US, so kernel chooses US as a region for regulatory rules. However, I'm in different region, and I can't connect to APs that use channels 12 and 13 here. 

"iw reg set" solves the problem.

It would be nice if NetworkManager will provide a way for setting the region manually, and/or choose region better than kernel does.
