Description Allan Day 2013-12-12 12:51:40 UTC
The header bar doesn't include a heading in the initial cities view. This looks a bit odd and empty.

We should probably use a heading here, like "World Cities" or "World Weather".

World: show "World Weather" as a title when no city is selected

The header bar should never be empty, so add some filler text for
the default view.
